EXPRESSION OF INTEREST
Expression of interest is invited from well established and qualified architects, meeting the following pre-qualification criteria for Designing Restaurant; Bar; Members Lounge, a dedicated Cricket Library, and other facilities (including relocation of office spaces within or outside Willingdon Pavilion) at The Willingdon Pavilion of the Delhi & District Cricket Association (DDCA) New Delhi:
- The applicant architect/firm should have been in the practice or business of architectural planning and implementation for the last 10 years as on 31.03.2019.
- Average Annual Turnover of the bidder should not be less than Rs. 50 Lakhs as per the audited annual balance sheet in preceding three financial years (2015-16, 2016-17 & 2017-18) as on due date of submission of bids.
- The applicant architect/firm should have executed at least five works involving a capital outlay of Rs. 5.00 crores each or more OR three projects of Rs. 10.00 crores each or more during the last 10 years.
- The firm should be GST Registered. Certificate to be attached along with Technical Bid.
- The Bidder should have handled projects of Interior Design of Corporate Offices / Residential / Retail / Public Spaces / Exhibition Spaces / Experience Design works, Etc.
- The individual or the firm should have won at least one award in designing in a competition held by a Government Body or Authority (State or Central) or a recognized and prominent national/international organization.
- Bidder should have at least one office in Delhi/NCR.
- The applicant should not have been debarred or blacklisted by any State/Central Government authorities. The applicant would furnish an Affidavit duly attested by Notary public to this effect.
- Since The Willingdon Pavilion is a protected building and can neither be demolished nor altered unless the alterations are consistent with the Law on archaeologically protected buildings, preference will be given to those who have experience of working on archaeologically protected buildings.
- The applicant architect/firm will submit complete details in Annexure ‘A’.
The Scope of Work is given as under:
Layout and Interior designing of Restaurant, Bar, Members’ Lounge and Cricket Library at Ferozeshah Kotla – Scope of Work
1.0 SCOPE OF WORK
The interior design works shall include the following
• Interior Detailed Layouts
• Electrical Design
• Plumbing Design
• HVAC Design
• CCTV, LAN, Wi-fi and Telecommunication Systems
• Fixed Furniture drawings and details
• Finishing and Fixture Schedule
• Preparation of B.O.Q and Specifications.
• Obtaining permissions and NOCs from local authorities, statutory authorities or regulatory authorities as required, if any.
Exclusions :
• Walkthrough / Hard Models
2.0 SCHEDULE OF SERVICES
2.1. Concept Design Stage
- Site visit, understanding of project requirements.
- Preparation of a program of requirements & parameters in agreement with the Client.
- Preparation of preliminary draft sketches, collages and notes sufficient to explain the Architect’s general understanding of the Client’s requirements and a plan outline to fulfill them in the best way.
- Discussion of Draft sketches with the Client and making modifications by preparing preliminary drawings as may be necessary to satisfy the Client that his requirements will be fulfilled.
2.2. Detailed Drawing Stage
Phase 1
- Preparation of Basic Final Drawings and General Arrangements (GA) drawings required for start of work at site shall be provided
Phase 2
- Preparation of the balance set of coordinated, services drawings and details for all services and building faculties for the project.
- Preparation of detailed B.O.Q and specifications.
- Preparation of tender document and contract documents for the contractor.
2.3. Execution Stage
- Supplying the appointed contractor with the working drawings, schedules, specifications, as required based on the design delivery schedule agreed.
- Periodical supervision and inspection as may be necessary to ensure that the works are being executed strictly in accordance with the drawings.
- Advising the Client on the quality of the work.
- Providing solutions to all technical queries received from the site within a reasonable timeframe.
- Supervision of final finishes; to check whether they are in accordance with the details provided.
- Final inspection to certify completion of job.
The Expression of Interest shall be submitted in two envelopes:
- The first envelope shall contain the Technical Bid i.e. documents pertaining to the criteria, experience, establishment of the firm, etc.. The Technical bid shall be submitted along with Earnest Money Deposit (EMD) of Rs. 1.00 lakh in the form of Demand Draft favouring Delhi & District Cricket Association, payable at New Delhi.
- The second envelope shall contain the financial and commercial terms and shall be super-scribed as ‘Financial Bid’.
Both the envelopes shall be kept in a bigger envelope which shall be super-scribed as ‘Expression of Interest for providing consultancy services for designing Restaurant, Bar, Members’ Lounge and Cricket Library’ and addressed to the CEO, Delhi and District Cricket Association, Ferozeshah Kotla Ground, New Delhi-110002.
The Evaluation Criteria are attached at Annexure ‘B’.
The last date and time for submission of Expression of Interest and Bid at DDCA Office is 3rd July, 2019 by 1400 hrs.
The Expression of Interest shall be opened on the same day at 1500 hrs.
DDCA reserves the right to reject any or all the bids without assigning any reason therefor.

Note: Those who secure less than 30 marks out of 75 marks against Sl. No. 1 to 5 above, shall not be considered for further evaluation.
The Final selection will be based on QCBS i.e. Quality & Cost Based Selection.
The lowest Financial Bid (Fm) will be given a financial score (Sf) of 100 points. The financial scores (Sf) of the other Financial Bids will be determined using the following formula: Sf = 100 x Fm/F;
In which Sf is the financial score, Fm is the lowest Financial Bid, and F is the Financial Bid under consideration.
Bids will finally be ranked in accordance with their combined technical (St) and financial (Sf) scores:
S = St x Tw + Sf x Fw;
Where S is the combined score, and Tw and Fw are weights assigned to Technical Bid and Financial Bid that will be 60:40 respectively.
The bidder achieving the highest combined technical and financial score will be considered to be the successful Applicant and shall be considered for award.
